Purpose, Background, Issue: Plenary talk: Growth and Evolution of Innovation Clusters Conference background: After the financial crisis under the background of globalization, Chinese economy is facing the strategic transformation from low-cost-driven to innovation-driven. The development plans about high-tech industries and innovative cities are increasingly popular. The growth and evolution of innovation clusters have become a hot issue of the next round of growth, many theoretical and policy issues need to be further explored and debated. The 12th Industrial Clusters and Regional Development International Conference, in this context, will be held at Zhongnan University of Economics and Law, on July 6-7, 2013. The ICRD conference was initiated by the Chinese Industrial Clusters Research and Coordination Group in 2002, leading by several distinguished Chinese scholars from different universities. The conference has been successfully held for 11 times since that, respectively by the College of Economics in Zhejiang University; Development and Research Center of Sun Yat-sen University in Guangzhou; College of Economics in Shandong University; College of Xu-ri Management in Donghua University; Geographical Science Research Center of Peking University; College of management in Sun Yat-sen University; The Yellow River Civilization and Sustainable Development Research Center and College of Economics in Henan University; College of Management and College of Economics in China University of Mining and Technology; China Modern Urban Research Center in East China Normal University; College of Economics in Ocean University of China; and Inner Mongolia University of Economics and Management. The China Industrial Clusters Research and Coordination Group is a volunteering team that consists of a group of well-known Chinese scholars from geography, economics, management science, sociology and many other disciplines.
